The rental operator's available Inflow balance is lower than the requested refund amount.

Partner action

Ask the rental operator to top up or wait for pending settlements, then retry the refund.

Check accounts.inflow_sub_merchant_id balance via getAvailableInflowBalanceCents in modules/payment/lib/available-balance.ts.
